Ocean City Emergency Operating Plan Annexes Described2006-10-06
The City of Ocean City has an Emergency Operations Plan (EOP) that it implements in times of crisis, including natural disasters and severe weather emergencies. The EOP is the basis for a coordinated and effective response to any type of emergency or disaster that affects lives and property in Ocean City, New Jersey. As such, it defines the roles and responsibilities of the Ocean City Municipal Government, including all emergency resources and their coordination with private and volunteer organizations, and other Local, County, State and Federal agencies during any emergency or disaster situation.
This annex provides the concepts, systems and organizations used to alert and warn the public of any highly probable and immediate danger or disaster. This annex describes those concepts, organizations and responsibilities applied to the rapid and effective assessment of damage following an emergency situation or natural disaster in Ocean City. This annex provides the concepts, organizations, and responsibilities that ensure a coordinated, orderly and expeditious implementation of protective actions by the emergency organizations and population of Ocean City in response to a natural hazard, disaster, extreme emergency or enemy attack. This annex provides for the personnel, facilities, general concepts and requirements for Incident Command Posts, for activating the Ocean City Emergency Operations Center (EOC), (located at 835 Central Avenue, Ocean City) and for directing and controlling the conduct of emergency operations from that center or from an alternate facility in large-scale emergency situations. This annex describes policies, responsibilities, and procedures for disseminating timely, accurate, and easily understood information to the public before, during, and after an emergency situation. This annex describes organizations, procedures, and responsibilities and plan execution for providing evacuatino and reception for victims of an emergency or disaster. This annex provides guidelines for Ocean City to meet the demands of a disaster situation requiring the capabilities of the firefighting, rescue, and emergency medical services (EMS). General responsibilities in rescue, warning, radiological defense, and hazard-specific operations are addressed in this annex, its attachments and hazard specific appendices. This annex outlines the responsibilities and procedures for responding to emergency threats to life, property, and the environment caused by hazardous materials. This annex assigns responsibilities and provides coordination among law enforcement and supporting agencies operating during emergency situations. This annex provides the foundation for emergency operations by Ocean City and Cape May County health officials in accomplishment of lifesaving, transport, evacuation, and treatment of injured; disposition of the dead; disease control; prevention of contamination of food and water supplies; and other health-related measures. This annex identifies and defines the responsibilities of the personnel and resources used by the Ocean City Department of Public Works (DPW) during emergency situations. This annex provides a coordinated County response in the event of a Nuclear Attack or general emergency at a fixed nuclear facility where Ocean City is an area of Reception and Mass Care. This annex describes those concepts that will ensure the coordination of resource utilization required to respond effectively to an emergency situation. This annex describes organizations, procedures, and responsibilities for providing shelter and mass care for victims of an emergency or disaster. This annex describes the contributions, responsibilities and resources available from a wide range of Ocean City and Cape May County human services and volunteer organizations located within Ocean City and Cape May County, that may be utilized during periods of emergency. This annex provides for the protection and safety of all public, parochial, and private school students within Ocean City and establishes and describes coordinated procedures between the Ocean City Public School System and the Office of Emergency Management during emergency situations. This annex provides for the protection and safety of parochial schools, specifically students within Ocean City and establishes and describes coordinated procedures between the Saint Augustines Parochial School System and the Office of Emergency Management during emergency situations. This annex provides for the protection, safety, shelter and mass care of the United Methodist Homes (Wesley Manor) nursing home and establishes and describes coordinated procedures between the the Wesley Manor and Wesley by the Bay facilities and the Office of Emergency Management during emergency situations. This annex establishes policy and procedures specific to response and recovery operations during a severe weather emergency. Special emphasis is placed on the use of phased planning and evacuation to increase the safety of the citizens of Ocean City. This annex provides a coordinated County response in the event of a chemical, biological or nuclear threat affecting Ocean City. This annex establishes policy and procedure specific to mitigation, preparedness, response and recovery for the security of all vital records both paper and electronic and the direction and control for all essential and non-essential City presonnel. This annex is designed to ensure City Halls infrastructure before, during and after any emergency. This annex describes the concepts, procedures, and organizations utilized by the Ocean City Office of Emergency Management and other County, State and Federal departments and agencies during the Recovery Phase of an emergency operation. All of the aforementioned Emergency Operations Plan Annexes are developed by and the responsibility of each municipal division or department within the City of Ocean City. Each annex is updated on an annual basis and recertified by the Cape May County and State Offices of Emergency Management, quadrennially. Ocean City's Emergency Operations Plan was submitted on July 15, 2004 and certified by the New Jersey State Police, Office of Emergency Management on August 25, 2004 and must be submitted to that office for recertification by July 17, 2008.
